      该句这样理解：”who knows what that person has going on with them”是修饰”the next person”的。
      “what that person has going on with them”即”what sb. has going on with sb. else”.
      eg: (the love) he has going on with his fiancee.
      the feuds she has going on with Mike about some personal issues.

          理解成”… has what going on with… “吧。

          不过呢，上次说的不是很对，应该是”what sb. has going on with sb.” 前后两个sb可以指同一人。这里正是如此。”what that person has going on with them”涉及到”they/them/their”的单数用法，即这里them是和that person对应的。清楚自己正在计划/做什么的人。

      这个做整理稿时标点可能用的不好。此句应该同前一句联系起来：”I decided to look into it, and it turns out this whole broke story hides a much bigger story”.
      这里的”a story of some really dumb choices (which are) being made for us”是对前一句”a much bigger story”的补充，即美国政府破产的故事背后隐藏着一个更大的故事 —- 一个为我们作出一些愚蠢的、实则对我们不利的决定的故事。
      我们通常说we make choices（主动），这里变为被动choices are (being) made.
